There are clear pathways to comply with the regulations which Bierce can assist with:

1. Improve an F or G rated property to a Band E and lodge a new EPC

  • Bierce can advise the most cost-effective route to do so once we have produced an EPR, within the parameters of the price cap or what the highest rating can be within a landlord’s budget if it is greater than £3,500. An EPR is an Energy Performance Report which is the same as the EPC but is not lodged on the Government’s central Energy Performance Certificate Register allowing it to be remodelled.

2. Spend up to £3,500 even if the final rating remains a Band F

  • Bierce can assist with which recommendations to install and how to comply with the regulations. The new Regulations allow for a surveyor’s report to demonstrate when measures were installed, the price paid and that the cost of further recommendations will exceed the price cap

3. Provide 3 quotations to evidence that the cheapest measure exceeds the price cap and exempt the property

  • Bierce doesn’t anticipate that there will be many occasions where the cheapest EEM will be more than £3,500 but can advise landlords of what they will need to do to register an exemption under regulation 24

Bierce Surveying's price structure is:

Domestic

    • To visit a property and conduct an Energy Performance Report and:
    • Lodge if Band E or above
    • Lodge if Band F or G but Regulation 24 applies*

£60 + VAT

 

    • To visit a property and conduct an Energy Performance Report and:
    • Produce an Energy Performance Report
    • Lodge EPC if Band F or G and advise on permutations to:
    • Achieve a Band E in most economical way and/or
    • Advise best route to spend up to price cap and exempt under Regulation 25

£120 + VAT

 

    • Revisit after works are completed to create and lodge Post EPC

£50 + VAT

 

    • Provide a Chartered Surveyor’s’ Report if required to support an exemption under Regulation 25꙳

£60 + VAT

*Regulation 24 applies where the recommended measure is not a “relevant energy efficiency improvement” because the cost of purchasing and installing the cheapest would exceed the £3,500 inc. VAT cap (“high cost” exemption). The landlord will need to provide three quotes for purchasing and installing the cheapest recommended measure (inclusive of VAT) from qualified installers, demonstrating that this improvement exceeds the cost cap
꙳Details of any energy efficiency improvement recommended for the property is required to be in a report (if separate to the EPC), including a report prepared by a surveyor with details including the date of installation of all recommended energy efficiency improvements which have been made at the property in compliance with the regulations

Non-domestic
